The East Hawai'i Cultural Center (EHCC) is a nonprofit art gallery, community theater, and cultural center in downtown Hilo. Through its Youth Arts Series it runs summer art camps for keiki, including the Kipuka Camp (ages 7-10, 8am-12pm) where students explore sound, digital arts, painting, papermaking, printmaking, collage, and sculpture; recent sessions have been offered free through foundation grants.

This is a little known, rare community resource worth noting. According to their website, the center is open Tuesdays, though Google maps says otherwise.
